1.1. Define a joint set of data/indicators to describe or monitor development in key thematic areas, collect information from partner regions or other sources of information, carry out complementary analysis on selected issues and draw conclusions for spatial development of the area from work carried out at other scales.

1.2. Prepare baseline documents in areas of key relevance for spatial development, outlining key transnational trends and issues and their degree of coverage by existing policy tools and instruments as well as cross-border/trans-national projects.
