Prepare a proposal for an institutional structure of the co-operation area, based on an analysis of preconditions in every partner region for establishing a joint institutional structure, and define relations with the Alps-Adriatic Community and with present / planned EUREGIOs at regional / local level.

2.2. Study the viability of setting up a European grouping of cross-border co-operation (EGCC) or a “Euroregional Co-operation Group" (ECG) as an instrument for managing trans-national co-operation in the new programme period
